Project development frameworks

TransGroup has extensive experience with the Treasury Project Assessment Framework (PAF), Infrastructure Australia Assessment Framework, and Commonwealth Government (DIRD) Notes of Administration guiding Project Proposal Reports (PPR) as federal funding approval mechanisms.
Below is a simple summary of frameworks that TransGroup personnel have been involved that show project management and investment frameworks developed over time in State Government over the last 20 years in DTMR and State Development (VFMF), and how they relate to the project development life cycle.
TransGroup has a wealth of knowledge working with these frameworks over the last 20 years and has been part of their refinement and continual improvement. Detailed Corridor/Link Planning

TransGroup has significant detailed corridor and link planning experience in Queensland and has undertaken corridor protection activities for the Northern Arterial, Samford Bypass, Moggill Pocket Arterial, Western Arterial, Kallangur Bypass, Kenmore Bypass and investigations relating to the Inner City Bypass, the Airport Motorway and the Western Bypass.

Transport Infrastructure Planning, Design and Engineering

We plan and coordinate design drawings such that they meet or exceed project goals within the prescribed time and budget parameters. We also identify and assist clients in obtaining data including missing data needed in order to progress design efficiently and within accuracy and Time frame required. In addition, we assist the Design Engineers in developing and drafting of Basis of Design documentation.

We complete general arrangement layouts and detailed design associated with:

Civil / Structural:
Highways, motorways, rail, mine haul roads, access roads, site development earthworks and drainage
Sewer and water services layouts
Building and structures layouts.
Mechanical:
Earthworks and drainage for crushing, screening and processing plants particularly associated with iron ore, magnetite and coal preparation
Pipelines – particularly associated with gas, water and slurry
Workshops and fuel farms layouts.
Electrical:
HV Power and LV Power head works and reticulation – particularly associated with materials handling

We work to and within the client’s Quality Procedures on every project we undertake to ensure an auditable trail in design.

We also check and review external vendor drawings for content and accuracy and proactively participate with key project team members, particularly the package and design engineers. We also assist with maintaining the drawing register, managing designers and reporting progress to supervisors.

Contract Administration
TransGroup has lead and managed contracts for the development of major projects through the entire project lifecycle including concept, development, delivery and finalisation phases.
An example of TransGroups’ construction contract administration experience, working as a subcontractor, includes the $40m, 85km Warrego Highway (Mitchell to Morven) reconstruction project as part of the NDRRA program. TransGroup received excellent feedback from the Principal (BQ South West Region) for their performance in this role. TransGroup has a strong understanding of how the planning and design can minimise issues in the construction phase.

Project Handover
TransGroup has extensive experience in handover of significant infrastructure projects through the PAF Gates, particular from Business Case Gate 3 to Project Development Phase Gate 4. TransGroup received a very good result from the independent Gateway Review of the Mains/Kessles Road intersection upgrade project through PAF Gate 3. TransGroup also successfully assisted with the handover of the Ipswich Motorway (Rocklea to Darra) Stage 1 from business case to procurement and delivery phases.
